Leonard Garrett, Ed.D.
A Profile of
LEONARD N. GARRETT
Leonard Garrett has been involved in senior level management, administrative and policy work in higher education for the past twenty-five years. He earned the Ed.D. in Higher Education Administration from the University of Southern Mississippi in Hattiesburg; a master’s degree in counseling from New Mexico Highlands University, Las Vegas, New Mexico; and a Bachelor of Arts Degree in Political Science and Health Education from New Mexico Highlands University. During 1995-1996, Dr. Garrett further enhanced his leadership potential with an interim at the League of Innovation Executive Leadership Institute and as a student intern with the American Council on Education ACE) Fellows Program at Middle Tennessee State University, Murfreeboro, Tennessee. He also received special training in strategic planning, team building, fund raising, planning and budgeting, outcomes assessment, academic quality control, enrollment management, information and decision supported systems, international education, economic and community development, workforce development, academic articulation, collaboration and partnership development.
Dr. Garrett has served as a public-school teacher and administrator. He has taught at the college and university levels and participated in a wide array of funding and grantsmanship activities. He has worked to enhance his ability as a leader, mentor, communicator, listener, and manager by seeking additional training as an ACE Fellow and through professional support from local and regional organizations.
Dr. Garrett served as Dean of Administrative/Student Services and Executive Assistant to the Chancellor, Baton Rouge Community College, Baton Rouge Louisiana; Dean of Student Affairs and Assistant Dean for Student Life, in addition to Director for Developmental Education/Trio Programs at Southeastern Louisiana University, Hammond Louisiana. Prior to Dr. Garrett’s leadership ability as an educator, he was involved with a team of professional athletes in the National Football League for more than six years. Dr. Garrett has earned a good reputation as an administrative leader and student advocate in higher education.
When he was appointed as the Chief Student Affairs Officer at Southeastern Louisiana University, he encountered several challenges. There was a major concern with facilities and students program participation. The student population of 13,500 at Southeastern did not participate actively in student support programs. During Dr. Garrett’s administration, he increased student programming and services. He initiated programs that met the needs of students and their organizations. In addition, he implemented a retention program for students on suspension/probation and a $10 million dollar student union Capital Outlay Project.
However, one of Dr. Garrett’s greatest challenges was the development and design of the physical facilities for Baton Rouge Community College in Baton Rouge, Louisiana. There he assumed the leadership role in the daily design and management of the campus’ construction. Through partnerships with staff and regional university personnel, he was able to collaborate with curriculum development, program design and articulation matrix. As a team leader in the development of the College, Dr. Garrett initiated budget requests, served as site manager, articulated with the governing board regarding the growth and development of the College.
As a result of an integrated effort, BRCC was able to recruit and market programs that impacted students throughout the metro region. The college opened with a record enrollment of 1900 students, whereas the state had projected an enrollment of 700. In Dr. Garrett’s capacity as Executive Assistant to the Chancellor, he directly took the lead in designing the College Master Plan, Communication Plan, Facility Management, Foundation, Student Development and the design of policies and procedures for the College. As a result of Dr. Garrett’s leadership, BRCC was able to open with seven-degree programs, a good recruitment and marketing program that resulted in an increase in student enrollment and community programming. At Baton Rouge Community College, Dr. Garrett’s leadership was a challenge to the common campus environment. He transformed traditional leadership into a team approach to achieve common goals.
Professional and civic organizations have presented Dr. Garrett with numerous honors, awards, and citations for the development of student services and achievement. Dr. Garrett is an active member with American Council of Fellows Programs, National Football League Players Association, Louisiana Association of Student Personnel Administrators, and Work Force Development Advisory Board.
Leonard Garrett is a student advocate, administrator, communicator, manager, team player, coach, collaborator, and most of all a person who enjoys working with people. The dynamics of this world encourage all of us to reach one, teach one, and help one. We must learn to work together for the educational process to impact the students. There is no doubt that education is important, and we must collectively design programs, services, and activities that (1) support the learning needs of students; (2) support community-based programming; (3) collaborate with business and industry; and (4) support the teaching and learning needs of the institution.
